HQIM Academy was founded to support those who create High Quality Instructional Materials for schools.




Curriculum development is more than just writing lessons. Creating HQIM for schools requires expertise in instructional design, accessibility, pedagogy, literacy, edtech, and more. We have a collective responsibility to design resources that are research-backed, usable, and enjoyable for students and teachers.

Raising the Bar

HQIM Academy provides professional learning in the field of curriculum development and is accessible to early career professionals as well as seasoned curriculum developers, managers, and instructional designers. Designing K-12 curriculum is a specialized field that lies at the intersection of education, instructional design, project management, subject matter expertise, and writing. 

There are few comprehensive resources available that exist on K-12 curriculum development. Those that exist are outdated and don't include current issues in education such as cultural responsiveness, AI, edtech, and HQIM.

Even though schools spend over $40.2 billion on instructional supplies and services, the variability in instructional materials and those creating them is vast.

HQIM Academy is committed to raising the bar for instructional materials by providing training for those who create curricular resources for schools.

Equity

HQIM Academy aims to promote equity by opening doors for educators and developers of all backgrounds to succeed in the field of curriculum and edtech development.

Many K-12 curriculum development positions require candidates to have advanced degrees in education and/or their subject area, classroom teaching experience, and/or prior curriculum development experience. This lengthy list of qualifications tends to favor white, middle-class applicants and does not necessarily guarantee that candidates possess the broad expertise needed to reach all students through HQIM.

HQIM Academy aims to bridge the gap for curriculum developers of nontraditional professional backgrounds as well as diverse identities to enter and succeed in the profession.

In addition to supporting diverse educators to develop transformative curriculum, HQIM Academy also recognizes that many curriculum developers seek to learn and grow over time in their field. Traditionally, curriculum developers and instructional designers can learn from conferences in their subject area or research conferences, but few professional development opportunities exist for professionals to improve their craft over time.

Even highly-skilled developers may wish to round out their skill sets or grow in areas that enable them to advance into management or director-level roles. HQIM Academy offers a range of courses designed to help curriculum developers become well-rounded in their abilities and expertise. Some of these areas include:

This means we are uniquely positioned to offer consulting on active curriculum projects. Whether your team is looking to start a project from scratch, improve internal systems and documentation, or upskill employees, HQIM has services available to meet your needs. We have deep expertise in:

Online courses and services

HQIM Academy offers asynchronous courses, professional learning resources, and consulting services related to curriculum development work. All online courses have an option to earn college credits through Teachers College of San Joaquin.

Meet the Team

Founder Jillian Mendoza

Jillian is an experienced international educator turned edtech and curriculum development expert. Jillian's teaching experiences sparked her passion for developing curriculum that supports multilingual learners and embraces a culturally responsive approach tailored to students' unique interests and identities. Throughout her career in edtech and curriculum development, Jillian has been an advocate for creating equitable, high-quality digital learning experiences accessible to students and teachers around the world. Jillian has developed instructional resources for internationally acclaimed organizations, including: Johns Hopkins CTY, CPM Education Foundation, PBLWorks, PowerMyLearning, and more. In addition to her successful career, Jillian coaches curriculum developers and transitioning teachers to create impactful learning experiences for millions of students.

Founder Mel Horton

Mel's passion for curriculum and lesson design isn't just about crafting effective educational materials; it's the core of how she fosters meaningful relationships, increase student engagement, and ultimately inspire a love of learning. Mel believes that thoughtfully designed curricula and engaging lessons create an environment where students feel seen, heard, and motivated, leading to deeper connections and more impactful educational experiences. Her goal is always to build learning journeys that are not only academically enriching but also personally transformative for every student.

Founder Shawna Jensen

Shawna is an experienced secondary educator, instructional coach, and educational researcher specializing in instructional design and edtech. Her passion for empowering learners began early, honed through impactful years in Title I schools. There, fostering inclusive learning environments for diverse students—embracing multilingual learners and trauma-informed practices—became her core philosophy. Witnessing students thrive and break barriers through strong relationships and equitable instruction solidified her profound conviction: every student must access transformative opportunities. This conviction now drives her work developing professional learning and comprehensive curriculum, equipping educators globally to unlock student potential. With 15+ years in education, Shawna's achievements include publishing in TechTrends and Journal of Applied Instructional Design; leading curricular efficacy projects (e.g., Johns Hopkins white papers); and developing resources for PBLWorks, Stile Education, Satchel Pulse, and American Reading Company. Beyond her HQIM Academy team support, Shawna teaches English Language Arts at North Clackamas Schools, maintaining direct classroom impact.
